Improve reporting quality - Project Managers can now enforce task level time reporting on any project

Tighter DCAA Controls - Users can be restricted from recording time against a given project before the current date

Improved wizards simplify Receipt Tracking - Each expense type can be configured to require a receipt and the wizards will prompt the user for the receipt or a explanation
